Following several weeks of shutdown due to the outbreak of the COVID-19 virus in late January, the plant resumed production in early February with extensive measures in place to ensure the health and safety of all employees. Following a carefully designed plan, it restarted at reduced capacity, gradually returning to full operation.

Thanks to increased demand in China’s heavy truck market, SFH recorded a new, all-time high monthly production record for Cursor engines in April. It marked a 6% increase compared to the previous record achieved in 2018 when the heavy truck industry in China was at an unprecedented volume peak.

SFH counts four cylinder and head production lines and two assembly production lines. Among them, the cylinder and head production lines are equipped with 40 large-scale processors. The plant is operating 24 hours with extra shifts so as to guarantee supply for its customers, including SIH, parent Company CNH Industrial’s joint venture for heavy trucks in Chongqing, to meet the surging demand of the market which had been impacted due to the lockdown in force.

Founded in 2007 by FPT Industrial in partnership with SAIC Motor and Chongqing Machine Equipment, SFH is one of the largest engine manufacturers in China and a pioneer in advanced low-emissions industrial engines. With some 700 employees, the joint venture manufactures the Cursor engine ranges for heavy-duty commercial vehicles and construction equipment for on- and off-road use – as well as power generation and marine applications at its Chongqing facility. The plant exports part of its production to markets around the world, and produces engines which Stage V and Euro VI emissions regulations for the North American and European markets respectively.

While pork exports to China represented $514 million in 2018, making it our third-largest export market; Canadian beef represented $97 million in exports to China, 2.6% of Canada’s total 2018 beef exports.”

CFA recognizes the Canadian Government’s efforts to resolve the situation for Canadian pork and beef exports. Unfortunately, Canadian canola producers continue to face a Chinese ban since March 2019. Canadian canola seed exports to China were worth $2.7 billion in 2018.

“Yesterday’s news of the reopening of Chinese markets to Canadian pork and beef is being well received by Canadian farmers and producers as well as others in the value chain. While we are celebrating this favourable turn of events, we are mindful of the continued uncertainty and tangible hurt our Canola producers, as well as other commodity producers, are bearing as a result of being shut out of international markets – fallout that is a direct result from actions that are in no way of farmers’ and producers’ doing,” said Mary Robinson, CFA President.“As we well know, the economic losses of canola exports to China in particular is hurting our entire country and CFA continues to call on the federal government to prioritize reopening markets for all Canadian agricultural exports that are critical to not only our farmers and producers but the entire value chain.”

China represents a key market for Canadian agriculture, so this positive news regarding beef and pork is very welcome and significant. CFA will have to monitor the canola situation closely, hoping that Ambassador Dominic Barton’s keen understanding of the importance of Canadian agriculture will help resolve and restore the Chinese market for Canadian farmers.

The six-year downturn in farm prices that has produced “near-unprecedented economic uncertainty and hardship” is worsening as a result of Chinese tariffs, he wrote. “U.S. farmers and ranchers now face a third wave of tariff increases by China in retaliation against the latest increase in U.S. tariffs that went into effect last Friday, May 10. The mere threat sent prices further downward for certain commodities last week.”

Bad weather this spring has only added to difficulties posed by trade challenges, as some farmers may opt not to plant a crop at all this year, Duvall told the President. An aid package would help some continue to farm, he added, but the real solution is open markets.

“We ask that your trade negotiators make a deal as soon as possible to end the tariffs that are slashing our exports, destroying a once-promising market for agriculture, worsening the farm economy, and contributing to high levels of stress and uncertainty for many farm and ranch families and other Americans whose jobs are connected to agricultural production.”

Duvall also called for progress on trade agreements with Mexico, Canada, Japan and the European Union. “Our agricultural trade surplus previously has been a tremendous success story for the U.S.,” Duvall told the President. “We hope to return to that success for agriculture and our country.”
