The United States-Mexico-Canada Agreement (USMCA) goes into effect, at a crucial time for farmers and ranchers struggling to recover from COVID-19 losses and a depressed agricultural economy. The expected $2 billion annual increase in U.S. agricultural exports and overall increase of $65 billion in gross domestic product will provide a welcome boost.

USDA estimates COVID-19 contributed to a $50 billion decline in commodity value alone for 2019, 2020 and 2021 production totals. This does not include all of agriculture’s losses, which would be billions more.

“The launch of the USMCA brings optimism to the country’s farmers and ranchers at a time they need it the most. We’re grateful for the opportunity to build on the success of the North American Free Trade Agreement, and we’re eager to see the results on America’s farms. It’s important that our neighbors uphold their end of the deal, so the agreement provides a stabilizing force amid the unpredictability of a pandemic in all three countries.”

said American Farm Bureau Federation President Zippy Duvall.

Under USMCA, Canada will increase quotas on U.S. dairy products, benefitting American dairy farmers by $242 million. Canada will also treat wheat imports the same as domestic wheat for grading purposes. Mexico has also agreed that all grading standards for ag products will be non-discriminatory. The agreement also enhances science-based trading standards among the three nations.

USMCA is not a magic bullet for all the challenges facing agriculture, however. A University of Florida study shows Mexico gaining ground in imports of produce like tomatoes, strawberries and bell peppers. USMCA does not alter the rules for imports of produce from Mexico. Farm Bureau supports the United States Trade Representative and USDA field hearings to receive grower input on the issue.

“As with all trade agreements, there are some areas that still need attention. We will continue to work with the administration to level the playing field for fruit and vegetable growers facing increased competition from Mexico.”

added Duvall.

Webinar for Retailers & Growers: Understanding the Best Practices Guide for the Growing and Handling of Mexican Papaya

Within days of the release of the Food Safety Best Practices Guide for the Growing and Handling of Mexican Papaya document in April 2020, Mexican papaya growers, packers and importers were requesting and downloading the document from the Texas International Produce Association’s (TIPA) and the United Fresh Produce Association (UFPA) website. Sparked by a Salmonella outbreak in June of 2019, it was evident that measures were needed to identify and address risks, and to bring the entire industry up to a higher base-line for food safety.

In order to help any company handling papayas answer questions concerning this new best practices guide and how to begin implementation, TIPA and UFPA will host a webinar scheduled for June 4th. Speakers include Dante Galeazzi, President & CEO of TIPA, and Emily Griep, Food Safety Manager of UFPA. This webinar will also discuss how this broad international collaboration plans to make the guide an on-going effort, with an education and research component, and how partners can help drive early adoption on a large scale.

“We’ve received incredible feedback from retail and foodservice companies, particularly during the development of the best practices document. During this webinar, we expect more questions from all the various buyer entities in North America. As an industry, we want those further up the supply chain to not only embrace but to promote this effort and encourage their suppliers of Mexican papayas to participate in this guidance. After all, it’s a FREE document!”

said Dante Galeazzi.

Texas Corn Producers Association (TCPA) President Wesley Spurlock, a farmer from Stratford, Texas, made the following statement after an announcement that Congress and the White House are taking measures to ratify the United States-Mexico-Canada Agreement (USMCA):

Texas corn farmers welcome news that USMCA will be advancing in Congress. We appreciate the bipartisan effort of House leadership and the administration to reach an understanding and move this important agreement to reach stability in the trade relationship with our neighboring countries. TCPA particularly appreciates the leadership of Texas congressional members who recognize the value of these trade relations to our state and led the call for USMCA to proceed in D.C.

TCPA and fellow agricultural interest associations continue to assert the value of maintaining and growing agricultural export markets – and Mexico and Canada are key markets for Texas farmers. Securing trade relations is certainly needed as farmers continue facing volatile economic conditions – offering a glimmer of hope in an otherwise grim market.

Mexico and Canada account for 29% of all U.S. agricultural exports. With U.S. corn and corn product exports valued at $3.3 billion, Mexico was the top market in 2017/2018. With its obvious geographic opportunities for Texas, the Mexican market is of vital importance for corn farmers – impacting farmers and regional economies significantly.

The modernized NAFTA deal includes all three countries, U.S, Mexico, and Canada. Achieving the agreement will mean a preservation of the benefits of free and open trade that has been experienced by agriculture in all three nations.

Cereals Canada welcomes the announcement of a modernized North American Free Trade Agreement, which will be known as the U.S.-Mexico-Canada Agreement (USMCA).

“Achieving the agreement will ensure ongoing stability in agricultural trade within North America,” stated Cam Dahl, President of Cereals Canada. “Agriculture in all three countries has benefited from freer trade. Preserving these benefits was a key objective in these negotiations”.

USCMA will also modernize the agreement in critical areas, including chapters on biotechnology and new plant breeding techniques and addressing issues of low level presence. These updates will help bring the agreement up-to-date with modern technology.

“USMCA also sets the stage for equal treatment by the Canadian grading system for farmers on both sides of the Canada / U.S. border”, noted Dahl. “Again, this is a modernization that addresses issues that did not exist when the original NAFTA was drafted. The Canadian value chain supports these changes.” Dahl further noted that “there was some concern that the adjustments to the grading system would undermine Canada’s classification system for wheat. This is not the case as the agreement continues to allow both countries the ability to develop national policy.”

Cereals Canada thanks all the Canadian negotiating team who have carried out this work in order to accomplish the agreement. This includes Minister Freeland and Minister MacAulay who have been engaged throughout the negotiations.
