Agricultural Retailers Association (ARA) President and CEO Daren Coppock released the following statement commending the U.S. House of Representatives‘ passage of the bipartisan H.R. 7575, the Water Resources Development Act (WRDA) of 2020:

“The U.S. inland waterways system provides the lowest-cost, most fuel-efficient and environmentally friendly way to transport products. Our nation’s lock and dam systems remain in urgent need of additional funding for essential maintenance and modernization.

“Most locks and dams were built in the 1920s and 30s and have far exceeded their 50-year design lifespan. ARA commends the House for focusing its efforts on water infrastructure projects with the passage of this critical legislation.

“This legislation will enhance U.S. agriculture’s competitiveness, contribute to the overall efficiency of the U.S. transportation system, and promote overall U.S. economic growth and job creation by releasing more than $9 billion from the Harbor Maintenance Trust Fund to be spent as intended and adjusting the cost-share formula for inland waterway construction and major rehabilitation of navigation projects.

“ARA thanks Congress for its continued focus on reauthorizing WRDA every two years and for providing the necessary funds to modernize the nation’s water infrastructure transportation system.”

Following action by the U.S. Senate, the U.S. House of Representatives passed legislation reauthorizing the U.S. Department of Homeland Security’s (DHS) Chemical Facility Anti-Terrorism Standards (CFATS) program for three years, which was set to expire on July 23, 2020. Agricultural Retailers Association President and CEO Daren Coppock released the following statement celebrating this action:

“ARA has been advocating for a longer-term solution for the CFATS program than the piecemeal extensions that had been occurring. We are happy that Congress has now passed this three-year extension and urge the president to sign it into law swiftly.

“Regulatory certainty continues to be a priority for ARA members, and we are pleased to see that outcome for CFATS through this action.

“Ag retailers work every day to ensure that they store, secure, and handle all of their products with the utmost care and safety. Through efforts of the industry with ResponsibleAg, we are able to continue working together to keep our communities and staff safe while providing the service U.S. farmers need to feed, fuel, and clothe the nation.”

Today, Agricultural Retailers Association (ARA) President and CEO Daren Coppock sent a letter to Environmental Protection Agency (EPA) Administrator Andrew Wheeler regarding the Ninth Circuit vacature of three dicamba labels earlier this week.

Coppock said:

“The immediate nature of the decision and mandate has already created chaos in our industry. Growers are now without options at the worst possible time in their production year.”

The letter requests EPA appeal the federal court ruling “using all legal avenues available …” U.S. farmers are in the heart of their growing season, and planting decisions and subsequent herbicide application plans have been made. Ag retailers and growers will be scrambling to secure alternatives, which may not be readily available in time.

“This decision by the Ninth Circuit is an overreach and must be corrected immediately. This will have a major impact on this year’s crops if not handled very soon. The farm economy has already experienced major struggles this year and this is one that can easily be avoided”.

said Coppock.

“EPA is leading the charge in following the president’s executive order to promote transparency across all government agencies. We are pleased to see this first-ever rule and will be submitting comments in support based on recommendations from our membership.

“A consistent process to provide public input into the EPA’s development of regulations and guidance documents is critical to ag retailers and the agriculture industry. This will not only provide the opportunity to be sure that our voices are heard but will also ensure that new rules are guided by sound science, practicality and economic feasibility.

“All federal agencies need to follow a similar path of transparency and public stakeholder input.”
